Blue America Welcomes North Carolina Secretary Of State Elaine Marshall
Blue America tends not to endorse in primary races between Democrats unless one is really excellent and one is clearly abysmal. This year we've taken stands against Blue Dogs Jane Harman, John Barrow and Lori Edwards and against anti-Choice fanatic Bart Stupak by endorsing, respectively, Marcy Winograd, Regina Thomas, Doug Tudor and Connie Saltonstall. But when it came to the North Carolina Senate race we were in a quandary. We really like the current Secretary of State, Elaine Marshall, but one of her primary opponents, Kenneth Lewis, is also an excellent choice. The conservative in the race, Cal Cunningham, currently trying to appeal to Democrats with a laughable and inauthentic feint to the left, is being pushed by Inside-the-Beltway powerbrokers, particularly Robert Menendez and the DSCC. We'd rather not interfere and just leave it up to North Carolina voters. But because of unfair DSCC campaign practices against Elaine we invited her over for a Blue America blogging session today at 6:30pm, EST/3:30, PT.
It's important to keep in mind that there's no incumbent in the country more in peril than Republican Senator Richard Burr of North Carolina. Burr prides himself on being part of the lunatic right fringe-promising voters earlier this year:
“…it is impossible for any candidate to get to the right of me.”
Yesterday, with Burr pouting and playing games that jeopardize the well being-- and the security-- of every American, including conservative ones, Elaine Marshall suggested he grow up and do his job, when he walked out on an Armed Services Committee meeting just out of spite, using a foolish procedural measure to delay testimony from Adm. Robert Willard, Commander of the U.S. Pacific Command; Air Force Gen. Kevin Chilton, Commander of the U.S. Strategic Command; and Gen. Walter Sharpe, Army Commander of U.S. forces in Korea. These men have more on their minds than partisan petulance from half-wits like Richard Burr.
“Senator Burr and his Republican colleagues need to grow up,” said Marshall. “The health care vote is over, they lost and it’s time to move on to other business. This is one more example of how Washington needs people who will get things done, not people who will stand in the way.”
Burr is the alarmist idiot Senator who has taken millions from Wall Street banks only to proudly tell his wife to take all their money out when the stock market plummeted last year. Hence the nickname, “Bank Run” Burr. He’s up for re-election in November and finds himself with an approval rating of 35% in an anti-incumbent year and leading Elaine by a mere 41-36%, a number that can easily be evened out once the May 4th primary is settled.
I've spent some time following the race and talking with Elaine on the phone. She's feisty, progressive, and refreshing rather like the standard boxed Southern Conservadems we’re used too. Elaine is a populist and not only does she talk a good game, she’s spent a career taking on Wall Street fraud and risky business in the state legislature and as Secretary of State. In fact, her office released figures that she helped return over $130 million from Wall Street scams to the people of North Carolina just last year. "I don't have to promise you what I think can do. I can show you black and white, book and page, my accomplishments. I think that is going to be crucial in this election…”
America voted for change in 2008, and… a lot of people are unhappy because they aren’t seeing it. They look at Washington and they see a lot of politicians and business interests standing in the way of the change they voted for." Richard Burr is clearly one of those politicians.
North Carolina is a prime pick-up for both Democrats and progressives in 2010 and an opportunity we cannot pass up. The state has been trending blue, going for Obama and ousting their Republican Senator Liddy Dole last year; this is a winnable race. The Senate has been where good legislation goes to die this session and we need to elect more bold progressives to the chamber. Elaine, welcome to C&L. We're glad you could walk away from the phone for a few minutes to chat with us about policies. For non-North Carolinians there is probably a good deal of confusion about the Senate primary and I hope we'll be able to walk away today knowing why your supporters say you're the progressive in the race and that the DSCC-cutout is just another ConservaDem, not unlike Blanche Lincoln, Mark Pryor and Ben Nelson, the 3 who crossed the aisle and voted against reconciliation today. Policy-wise, what distinguishes you and Cunningham?
I am glad to be here tonight!
The biggest point on policy differences is in Afghanistan. I opposed the surge, my opponents supported it. I believe that we need pursue terrorists wherever they are and not get bogged down in the problems of failed countries. We've spent billions rebuilding Iraq and Afghanistan when the terrorists are now in Yemen, Somalia and other problem countries. We can't afford to fix them all. We need to fix this country first.
I've also not wavered about where I stand. I came out strong and early for a public option, which I still support. My opponents finally got on board but took much more measured stands. I've also called for a financial transaction fee to make Wall Street banks pick up part of the tab for fixing the problems they caused.
But it's more than just policies. It's where we have been. I've taken on insurance companies, big banks and lobbyists and won. I know what it takes to make a difference and I'm not sure my primary opponents do.

I know you've been active fighting the predatory banks who have financed Richard Burr's entire political career. Will you be able to use his support of Bush's Wall Street bailout against him effectively in November?
They made a mess of that bailout. They didn't put enough oversight or restrictions on the money and they didn't force banks to increase lending. I think this will be important in the election, and I will make reforming Wall Street a major issue against Burr.
Good; I think it's one of his weakest points. Does he have a teabagger opponent too?
Burr has primary opponents - but Burr said no one can get to the right of him.
Is it difficult to go up against vested interests like the hog farmers when you're fighting for environmental safeguards?
In the past they have had a very strong voice, but we've had a moratorium on expansions in North Carolina for roughly the past five years. Actually I've been working with a local inventor/scientist that has tremendous potential to maintain hog farming and to turn all waste into usable product, with no odor, no ammonia and creates energy that can be sold to others. He has the patents and permits, but we just need to have the foresight and will to fund such promising innovations.
We have a Sec of Ag candidate here in Iowa (Francis Thicke) who has some really innovative ideas too. I am sure he would be interested. Hogs are a real problem here.

Obviously, I'll let Secretary Marshall answer for herself but I'll just put my own perspective in here in terms of your second question. Over the months, she and her campaign have been among the MOST open and forthcoming of anyone running for Senate. I sure haven't been able to get Lee Fisher on the phone, nor Bill Halter nor Kirsten Gillibrand... Secretary Marshall-- like Jennifer Brunner in Ohio and Roxanne Conlin in Iowa-- always replies to questions promptly and in a straight forward manner. I've been very impressed.

What is your conceptual, continuity?
You know I think our immigration policies are a mess, We have to fix it with a comprehensive reform that allows us to have the workforce we need that at the same time secures our borders.
Of course once in office I will maintain my relationship with those that got me elected, especially the netroots to chat about my record in office and listen to your comments.
Immigration is a very complex issue.
Particularly with our southern border.
Are you in favor of penalizing employers who hire people who are here without proper documentation.

I do favor penalizing employers that hire undocumented workers.

Absolutely - financial services reform is an area of professional interest to me as I work as North Carolina's securities regulator. I have first hand experience with lax federal regulators who will not even respond to a state's request for explanations regarding administrative rulings they've made, or provide the inquiry posed to them.
An independent CFPA, with emphasis on consumers, rather than the financial industry is a must for real reform.
Jesse Helms based a good part of his career demonizing one group or another. At first it was African-Americans and then it was communitsts. In the end, his election campaigns were based on hating gay people. Do you and Cal Cunningham have the same approach to how to go forward on the issues that are most important to the LGBT community in North Carolina?
I can't speak for my opponent, but I support repeal of DADT and DOMA. I find discrimination of any sort repugnant and contrary to my basic beliefs.

Elaine, what do you think you could do as a U.S. Senator to help spur job growth in North Carolina that is different from Burr's approach? (Does he have an approach?)
Not sure if Burr really has an approach, I've only heard from him about what he is against.
I feel we need to take a two‐pronged approach to creating jobs. First, we need to get people back to work immediately, prevent additional layoffs and protect the currently unemployed from additional economic devastation.
Second, we need to ensure that we have a long term plan to ensure the economy grows and that those jobs become permanent.
I propose to fund my program through a 10-year financial transaction fee on Wall Street banks. This is a proposal that has been supported by Warren Buffet and the founder of Vanguard Mutual funds Jon Vogel.

Reagan, the two Bushes and Clinton seemed to support faux "free" trade policies that wrecked the manufacturing base and weakened the middle class. Have you spent much time thinking about how trade policies impact jobs-- like textile jobs for example-- in your own state?
NAFTA hasn't been a boon to our state - we've lost thousands of jobs and created virtual ghost towns in North Carolina because of it. While we can't ignore the global economy, we can make sure we don't enter into unfair trade agreements. We need to enforce provisions in our existing trade agreements and future trade policies need to ensure mutual worker and environmental protections.
Elaine, if you and Burr go head to head on Choice, who wins that one in your state? He's a really hard core anti-Choice fanatic. Does that still play outside of Virginia Foxx's and Patrick McHenry's congressional districts? It's hard to imagine people taking that too seriously in places like Chalotte or Raleigh or Ashville. And what did you think about the Stupak and the Ben Nelson attempts to try to use the healthcare reform bill as a way of weakening Choice?
There are still very conservative folks in this state. However as our state as grown in population this isn't as controversial as it has been in other southern states. I was very distressed about Stupak and Ben Nelson's ammendments - it overreached as the Hyde amendment already banned federal funding.

What is your conceptual, continuity?
They are showing their true colors with racist and homophobic slurs and calls to violence. The Glenn Becks of the world live on stirring fear, but in reality the louder they are the more it will help progressives as it shows that the values they hold are not those of mainstream America.
I think the guy is nuts.

What is your conceptual, continuity?
When you go around the state talking with voters, what do you gather they're looking for in a senator? I mean, you're asking them to replace Burr, a big deal. Do you think they're happy they dumped Dole for Hagan?
Like in every state they want a senator that will stand up for their values and will offer them the constituent services they deserve. Right now no one is happy with any incumbents in Washington, but ultimately voter realize they made a good decision.
I'm particularly thankful they got rid of Dole. I'm an atheist. Libby Dole thinks I'm 'vile'.
At least Hagan doesn't think we're evil.
A Dem should stand for Dem values. Look at Stupak who tried to be a conservative with his anti-choice stance. The Repukes called him a baby-killer and threatened his life for god's sake. You can't win trying to appease conservatives; so go with your progressive values. Hopefully Obama is finding this out and will no longer try to placate the right.

Have you met Billy Kennedy, the Democrat running against Virginia Foxx, in the northwestern part of the state? And if so, what do you think of his chances? Will your race against Burr help him?
I met Billy right before last Christmas. I am very impressed with him and I understand he is doing a lot of great online organizing.
If Virginia Foxx keeps doing what she does, he might not need much help. But aside from Virginia, I believe I can energize our base to get out and vote and help attract unaffiliated voters that want to get things done in Washington.
Do you have any insight into why the DSCC seems to be tilting towards Cunningham?
We don't know, so you'll have to ask them. But I do know I'm the only candidate that has been tested statewide, and in my first statewide campaign I defeated Richard Petty, which is no small feat in NASCAR country. So I'm ready for this battle and I'll welcome the DSCC to our team when this primary is over.
